Solution to stop email Spamming

If someone labels a mail as spam , then sender will be Charged some money for each  spam email else his account will be blocked/jeopardized by the email sercvice Provider
  But then an other  problem will arise like,
  one can buy some webspace and start an email server and can send as much junk as he wants.
