An intention to make a shield from extreme changes in climate

It is true that whatever the research nowadays happening is centralized for Luxury things.
As our country people are poor in large numbers.
I intend to make a heat proof shelter with the existing technology.

As day by day the earth climate is getting more turbulently , it is becoming hard for foot-path dwellers to  live for the next living day.
Please suggest some alternatives.
